There is currently an extreme shortage of adequate housing and transitional services for newly released ex-offenders.  This condition continues to grow as the offender population increases and more ex-offenders are released after serving their sentences. This shortage is especially prolific when it comes to sex offenders. The safety of society demands facilities such as ours to meet this significant and growing demand.  

Our Services
Our goal includes the lowering of the excessive recidivism rate here in Oklahoma.  By providing a structured Christian faith-based residential facility, keeping it drug and alcohol free, providing financial guidance and employment assistance, promoting self-worth and leadership development, emphasizing community involvement and contributing assistance to those in need, we believe we can make a significant improvement not only in the lives of those we help directly, but the community at large.  When possible, we will promote and assist with family reunification and healing.
Low-Income Housing Policy

1  Who qualifies for housing:

No applicant will be denied housing due to an inability to pay. HIS Keys to Freedom, Inc. will select residents based on an application process. Those accepted will be required to meet specific standards, rules of conduct, and all other regulations clearly designated in the accompanying forms.

2  Periodic/Maintenance Fees:

Residents will be charged a nominal transportation fee based on current costs. Transportation to jobs, stores, community and counseling services, programs, and registration with state and local authorities will be made available to residents. Residents with an inability to pay will not be denied necessary transportation. Necessity will be determined by the administrator(s).

3a  Affordability of housing to low-income residents:

Affordability of housing will comply with Revenue Procedures 96-32, 1996-1 C.B. 717 that specifies at least 75% of the units are occupied by low-income tenants or 40% are occupied by tenants earning not more than 120% of the very low-income levels for the area.

3b  Restrictions to insure housing remains affordable to low-income residents:

The weekly low-income housing fee is based on one-third of gross minimum wage ($7.75 x 40 / 3 = $100/wk). Residents who are without employment will be permitted to stay as long as they are meeting minimum requirements specified by the administrator(s) in seeking employment opportunities, attending classes to learn job skills, applying for and interviewing for jobs, vocational and technical training, and other means to encourage productivity. Grounds for dismissal will be the resident’s unwillingness to follow rules and regulations clearly specified in the organization’s rules and regulations.

4  Social Services to residents:

HIS Keys to Freedom, Inc. will use community resources to provide social services to its residents such as the Department of Human Services for food stamps, local N.G.O.’s for medical and health care services, compliance with court-ordered programs and counseling services, and other programs such as Celebrate Recovery, AA, NA, SOTP, etc.
